Is RPMS Dead? Understanding the Impact of EO 61 on DepEd’s Performance System: All Your Questions Answered (Teachers, Read This!)
The new DepEd Secretary, Sonny M. Angara issued Executive Order Number 61 today, July 22, 2024. This is to clarify the understanding of RPMS for teachers.

In line with Executive Order (EO) No. 61, s. 2024, which suspends the implementation of Administrative Order No. 25 (s. 2011) and Executive Order No. 80 (s. 2012), the Department of Education (DepEd) announces the suspension of the Results-Based Performance Management System (RPMS) for all school-based personnel for the upcoming school year 2024-2025. This includes activities related to performance planning, monitoring, assessment, and evaluation for school heads, teachers, and non-teaching staff.
While acknowledging the importance of performance management, DepEd emphasizes the need for schools and their personnel to prioritize preparations for the opening of classes. The suspension will allow a review of RPMS to streamline and improve processes, aiming to reduce teachers’ workloads.
Despite this suspension, the submission of the Office Performance Commitment and Review Form (OPCRF) and Individual Performance Commitment and Review Form (IPCRF) ratings for SY 2023-2024 is still required to ensure eligibility for performance-related incentives, such as bonuses, promotions, awards, and training opportunities.
For non-school-based personnel at the DepEd Central Office, Regional Offices, and Schools Division Offices, the implementation of RPMS will continue as usual, following existing guidelines.
This memorandum aims to clarify the impact of EO No. 61 on DepEd RPMS, ensuring the continuous improvement of performance management systems. Further guidance and updates will be provided as needed.
